The National Weather Service warned that the “threat is high enough to prepare for the worst-case scenario,” predicting localized cloudbursts that could cause mud and debris to flow down hillsides, even though the area was expected to receive about an inch (about 2.5 centimeters) of precipitation over a number of days.
